eBay has rules for buyers and sellers to follow for *full* refunds, but not partial ones. That's because there is no objective way to determine the amount for a partial refund; for example you may think that the scratches entitle you to a partial refund of 20% of the original price, but the seller may think it should only be 10%. The only amount that anyone *can* agree on is what you actually paid, so that's the only amount that eBay has rules about refunding.

Therefore partial refunds are not 'official' and are up to the seller. So if I were you, I would send a polite but to-the-point email to the seller that says the phone was not as advertised, but that you want to keep it, and that you want them to paypal you the amount of $xx to compensate for the scratches, otherwise you will be returning the phone for a full refund instead.

That "Mint Condition" book looks interesting.

I have tons of cards from the late 80's-early 90's that aren't worth much anymore. It' kind of depressing because there are some really nice cards of HOF players that are worth less than the 10 cent plastic holder.

It's odd too because there's a vending machine at the A&P by my house that sells packs of unopened cards from '87-93 for about 75 cents a pack.
