Maybe swimmart. I think that's what it's called. Any of those swimming pool shops where you buy the chlorine. They generally have lots of floaty things. You could also try Kmart or Big W but a specialty pool shop would be your best bet (although, those shops aren't that cheap)

Yes its safe as long as you hold her. Chlorine in pool water can dry out the skin, though. So if she has really dry skin still I wouldn't.
I'd let her be the judge, she might not like it. And if she does like it just be mindful of the sun exposure. It isn't recommended to use sunscreen on babies this young. So instead make sure she's well covered and has a hat - who cares if she's swimming in clothes? Make sure she isn't too cold either!
